Abstract: The FAA is struggling to develop the concept and finding adequate funding to deploy the next-generation (NextGen) air traffic control system. What are the prospects for its completion in time to meet projected increases in air traffic by 2020? Jim Spensley, a systems engineer, is president of the South Metro Airport Action Council (SMAAC), the area's oldest citizen watchdog group over Minneapolis-St. Paul International Airport's affairs.
